First neither of the two country is rich but China is much richer than India.There are many reason for this but i would only specify the top reasons.

1、Efficiency of social institutions.The success of any country lies in the efficiency of Legislative,Judiciary and Executive.

Most of the Indian leaders are illiterate or have fake degrees but in China only highly qualified persons can become member of politburo.Both Xi Jinping and Jiang zemin ( current and ex chairman of CCP ) are pass-out from Tsinghua university.Tsinghua University only takes 3500 students out of 9 million applied.One fun point is that poor and illiterate people in China plays no role in the election of president and premier of the country while in India they are the major vote share of various political parties.

China have 2 lakh judges in comparison to 21 thousand judges of India and there pace of declaring result is also commendable.I can even go up to say that Indian judiciary is not worth more than my shit and even my driver is more qualified than so called cabinet ministers.
